TELLING LIKE IT IS....A unique perspective on police layoffs

"I don't have to be politically correct. I'm not appointed by a Mayor, or elected by the people. I can call a 'spade a spade' and I'm telling you, crime in Tulsa is out of hand. So much in fact, that our company is made up of a bunch of cops who are doing something about it."  ANVIS Director Travis Cartner in an interview with the Tulsa World.

Travis Cartner retired from the Tulsa County Sheriff's Office after thirteen years of service. During his tenure at the Sheriff's Office, and as a result of his aggressive style of policing, Mr. Cartner was assigned to various 'specialty units' and assigned to investigate and apprehend some of the most violent criminals. Mr. Cartner's assignments included the Tulsa County Sheriff's Office's VICE Unit, the Narcotics Unit, the Special Investigations Squad (SIS), the Tulsa Police Department's Street Crimes Unit, the DEA Drug Task Force, the Organized Crime and Drug Enforcement Task Force (OCDETF),  as well as a number of fugitive task forces, assigned to target and arrest some of the most violent criminals.
For twelve years of his career, Mr. Cartner was assigned to the Tulsa County Sheriff's Office's SWAT team, where he eventually served as the team leader. During his tenure as SWAT team leader, Mr. Cartner led the SWAT team through hundreds of activations and was involved in numerous critical incidents. His knowledge of tactics earned him the position as the Lead Tactical Instructor for the Basic Police Academy, where he taught tactics to 'rookie' deputies, as well as provided continuing education classes to seasoned veterans. Mr. Cartner later became a charter member and co-founder of the Oklahoma Tactical Officers' Association - a non-for profit organization developed to teach officers the necessary tactics to enhance officer safety.
As a result of his knowledge of tactics, and abilities as an officer, Mr. Cartner was contracted to implement security measures in federal airports following the 9/11 attacks. Additionally, Mr. Cartner was contracted to provide the national news media with executive protection in New Orleans, Louisiana, following Hurricane Katrina.
Upon his return home (from Hurricane Katrina) Mr. Cartner conveyed to his wife, Angela, that the crime he observed in New Orleans was likely to occur in Tulsa, if a disaster such as Katrina ever occurred in Tulsa. Intrigued by his statement, Mrs. Cartner began researching crime in Tulsa, and was overwhelmed to learn that Tulsa's crime rate is one of the worst in the country. She began conducting 'ride alongs' with her husband, and observed the hopelessness on victims' faces. She observed the manpower shortages first-hand, as she watched her husband rush to a call, only to find that the citizen called the police three hours prior, the situation was over, and the 'bad guy' long gone.
Mr. and Mrs. Cartner formed ANVIS (AN from the name Angela and the VIS from the name Travis) Protective Resources to offer the public a solution to their protective needs.
